This appeal involves an election contest which occurred during the November 4, 1997, Miami Mayoral election. After considering the evidence, the lower tribunal issued a Final Judgment which found that the evidence demonstrated an extensive "pattern of fraudulent, intentional and criminal conduct that resulted in such an extensive abuse of the absentee ballot laws that it can fairly be said that the intent of these laws was totally frustrated."
