Edward Reese appeals from the decision of the circuit court concluding that Mr. Reese does not have a constitutional right to alter the nonconforming use of his property located in Sugar Creek, Missouri ("the City") to another nonconforming use. Mr. Reese raises three issues on appeal. He argues that the circuit court erred by (1) finding that he did not have a vested right to alter the nonconforming use of his property to another...
