Plaintiff brings this suit to obtain judicial review of the National Archives and Records Administration's ("NARA") decision to dispose of over 2000 motion picture films that are a part of a NARA collection known as Record Group 260 ("RG-260"). At issue specifically, given the parties' cross motions for summary judgment, are;
