In March 1997, a Livingston County grand jury returned indictments against defendants, Dwight Selby and James Hand, each on four counts of official misconduct (720 ILCS 5/33-3 (West 1994)) and one count of conspiracy (720 ILCS 5/8-2(a) (West 1994)).
