This is an unemployment compensation case. The Board of Appeals (the Board), applying Maryland Code (1991, 1997 Cum. Supp.), § 8-1003 of the Labor and Employment Article, temporarily disqualified two claimants from receiving unemployment compensation insurance benefits based on a finding of misconduct.1 In the judicial review process the Court of Special Appeals concluded that the Board had erred as a matter of law...
