The issue on this appeal is whether appellant Arkansas Social Work Licensing Board (the "Board") erred in denying appellee Randall Moncebaiz licensure in Arkansas. On review, the Polk County Circuit Court reversed the Board's decision denying Mr. Moncebaiz's application to have his Texas "Social Work Associate License" transferred as arbitrary and capricious.
