Matagorda County and Sheriff Keith Kilgore (Collectively "the County") appeal from a judgment granting to the County's liability insurer, Texas Association of Counties County Government Risk Management Pool ("TAC"), reimbursement for the costs of defense and settlement of a federal lawsuit against the County by prisoners complaining of jail conditions.
