INTRODUCTION

This is a consolidated appeal from a summary judgment in favor of appellee, the City of San Antonio. Appellants, Lawrence Haliburton and other employees of the San Antonio Police Department (the police officers), argue that the trial court erred in holding that their claims were barred, as a matter of law, by the statute of limitations.
