ARMSTRONG, Judge.

This is a personal injury case brought by a pedestrian struck by a vehicle. The vehicle was driven by a volunteer fireman and he struck the pedestrian as he arrived at the scene of a fire. The pedestrian settled with the volunteer fireman and his insurer, but the case was tried against the Fort Pike Volunteer Fire Department ("FPV") and the City of New Orleans' Fire Department ("NOFD"). The trial court, after a bench trial, found FPV, but not NOFD...
