¶ 1 On October 29, 1996, Byron Dean Vickers and Patricia Elaine Vickers(collectively the Vickers) were each charged by information in the Seventh Judicial District Court, Dawson County, with felony theft and several counts of felony and misdemeanor drug-related offenses.
