Thomas J. Stewart petitioned for judicial review of the Real Estate Appraiser License and Certification Board's Final Order denying him admission to the certified general appraiser examination. The trial court granted his petition and ordered the Real Estate Appraiser License and Certification Board (Board) to allow Stewart to sit for the examination.
