Appellants, Tioga Environmental Action Committee and Concerned Citizens of CENLA, appeal from the judgment of the district court, upholding a decision of the Department of Environmental Quality (DEQ) granting Cadence Environmental Energy Inc. (Cadence) a permit for commercial storage of hazardous waste.
