Theodore Decker appeals the Labor and Industrial Relations Commission's decision to deny him workers' compensation benefits from the Second Injury Fund. He contends that the commission's decision was against the overwhelming weight of the evidence and that the commission based its decision on insubstantial medical opinion testimony.
