Appellant Alton McDaniel ("McDaniel") appeals the trial court's decision to grant summary judgment and render a final judgment in favor of appellee Texas Natural Resource Conservation Commission ("TNRCC"). McDaniel contends that the TNRCC does not have authority to allow solid waste disposal by registration, and, even if such authority exists, the notice given by the TNRCC did not comply with TNRCC rules.
