On October 7, 1997, petitioner Cheryl L. Shields filed a petition in the circuit court of Menard County requesting an order of protection against her former boyfriend, respondent John R. Fry. She alleged in her petition that on September 28, 1997, respondent had called her on her cellular phone after seeing her driving toward Petersburg, where he lives.
