In this workers' compensation proceeding, petitioners, City of Englewood (employer) and its insurer, Colorado Compensation Insurance Authority (CCIA), seek review of the final order issued by the Industrial Claim Appeals Office (Panel) which determined that the applicable statute of limitations did not bar the claim of Robert J.
