When deciding whether to recognize and enforce a custody order entered in another state, Washington courts must consider both the Uniform Child Custody Jurisdiction Act (UCCJA), RCW 26.27, and the Parental Kidnaping Prevention Act (PKPA), 28 U.S.C.A. § 1738A.
