Pineda seeks review of a decision of an Appeals Panel (appeals panel) of the Administrative Adjudication Court (AAC) in which the court affirmed the decision of the administrative judge's finding that Pineda had refused to submit to a chemical test in violation of G.L. 1956 § 31-27-2.1.
