This is an application invoking this Court's jurisdiction to issue a writ of mandamus. Relator is seeking to compel Respondent to withdraw its judgments of September 19, 1996. Those judgments ordered Relator to withdraw the issuance of writs of habeas corpus requiring certain persons to appear and show why the relief prayed for should not be granted. City of El Paso v.
