This matter arises out of the dismissal and reinstatement of a police officer, who allegedly failed a drug screen test. The issue presented is whether the City sustained its burden of proving the chain of custody for admission of the test results, even though two of the technicians who handled the sample were unable to testify. The Civil Service Commission found the City had not proved its case against Murray in accordance with evidentiary requirements...
