The issues raised by appellants Timothy and Alisa Cummings in this case are whether the trial court erred in concluding that an exception to the exhaustion-of-remedies doctrine did not apply and whether the regulations at issue exceeded the legislative authority granted to the Arkansas Manufactured Housing Commission. We hold that an exception to the rule requiring an exhaustion of administrative remedies does apply in this case, and we reverse...
