We have for review an order awarding workers' compensation benefits to Russel Riker, who was working on a barge afloat on navigable waters when he was injured. Reversing when this case was last before the court—on grounds "the judge of compensation claims erred in concluding that subject matter jurisdiction could be conferred by ... estoppel," FCCI Mutual Insurance v. Cayce's Excavation, Inc., 675 So.2d 1028
