Michael Lee Davis, an inmate of D.C. Central Prison at Lorton, brought this action under 42 U.S.C. § 1983. He alleged that one Corporal Bynum, an official of the District of Columbia Department of Corrections, and the District of Columbia itself, violated his constitutional right to privacy.
