Appellant Hoage, an employee of the University of the District of Columbia ("UDC"), was separated from his employment in October 1992 because of a reduction in force ("RIF"). His appeal of the RIF to the president of UDC was rejected in December 1992. Mr. Hoage and eight other former UDC employees filed petitions for review of agency action in the Superior Court in January 1993; they were all consolidated...
