This case comes before us on the appeal of David Raposa et al in their capacity as members of the Tiverton Water Authority and on the appeal of James P. Amarantes in his capacity as treasurer of the town of Tiverton from a judgment entered in the Superior Court pursuant to G.L.1956 § 9-30-2 (Declaratory Judgment Act).
