We affirm the judgment terminating Appellant —mother's parental rights. The parental rights of the child's father were also terminated, but he has not appealed.

The department initially filed a petition for adjudication of dependency of J.T. in February 1994. At that time he was one month old. That petition alleged that the mother, a known cocaine user, placed her children at risk by moving to avoid eviction, frequently leaving the children...
