Relator Midwest Gas Users' Association appeals the decision of the Missouri Public Service Commission ("PSC") allowing Missouri Gas Energy to use its purchased gas adjustment/ actual cost adjustment ("PGA/ ACA") clause to charge its transportation customers—that is, customers who use its lines only to transport gas bought elsewhere —for costs which Relator says should be borne only...
