HOUSTON, Justice.

The City of Gadsden prosecuted Layne K. Lawder for plumbing without a license, in violation of a city ordinance. The municipal court convicted Lawder of the charge; however, Lawder appealed to the Etowah Circuit Court, where a jury found him not guilty. Lawder then sued the City and Brent Brewer, the City's plumbing inspector, seeking damages based on allegations of malicious prosecution on the part of Brewer and fraud on the part of Brewer and the...
