This is an action for damages arising from an incident in which two young girls were struck by a train while attending an Independence Day parade held by defendant City of Douglasville. The Independence Day parade through downtown Douglasville has been held for more than 30 years. Since 1992 the parade has been planned and sponsored by defendant.
