Claimant, Edwin Herner, sought benefits pursuant to the Workers' Compensation Act (Act) (Ill.Rev.Stat.1991, ch. 48, par. 138.1 et seq.) for injuries arising out of and in the course of his employment with the City of Waukegan (employer).
