Appellee, Joan Davis, filed a post judgment motion for penalties and attorney fees because the City of New Orleans failed to pay the balance due on an outstanding medical bill within thirty days after her worker's compensation judgment against the City became final. The court granted her motion and awarded attorney fees in the amount of $600.00 and penalties in the amount of $1,500.00. The City has appealed and appellee has answered the appeal...
