This three-judge court has before it three claims alleging that the State of Alabama failed to obtain preclearance of certain matters in violation of § 5 of the Voting Rights Act of 1965, as amended, 42 U.S.C.A. § 1973c. The first claim is that the State failed to obtain preclearance of a financial-disclosure form that individuals seeking election to public office in Alabama are required...
