The question presented in this appeal is whether an assessment owed to a condominium association qualifies as a "debt" within the meaning of the Fair Debt Collection Practices Act (FDCPA), 15 U.S.C. §§ 1692-1692o. Guided by our recent decision in Snow v. Riddle, 143 F.3d 1350 (10th Cir. 1998), which interprets the term "debt" under the FDCPA, we hold that it does. We therefore...
