WEBSTER, Judge.

The Washington State Board of Osteopathic Medicine and Surgery ("Board") revoked Dr. Vernon D. Clausing's medical license and fined him $25,000. In part, the Board found Dr. Clausing committed unprofessional conduct under RCW 18.130.180 because he negligently prescribed legend drugs for other than legitimate or therapeutic purposes. Dr. Clausing appealed to the superior court, which affirmed the Board's decision...
