This action arises out of a nine-year-old girl's unfortunate run-in with Annapolis police officers who were operating under a mistaken understanding of state regulations governing the fingerprinting of juveniles. Appellant Latrice Branch filed the instant eight-count complaint by and through her mother and next friend, Teresa Hurley, in the Circuit Court for Anne Arundel County.
