Plaintiffs Dr. Kenneth Hamai and his wife Janie Hamai, owners of a parcel of landlocked property in Franklin County, brought an action pursuant to statute against Defendants, Mr. Terry Witthaus and Ms. Cynthia Eckelkamp, seeking to establish a private road across Defendants' land in order to provide a means of ingress and egress to their landlocked property.
