Defendant, Goretski Construction Company, appeals by leave granted the Wayne Circuit Court order affirming a prior district court order. The previous district court order denied defendant's motion to limit fines levied on overweight vehicles traveling through the city limits of Livonia. In this matter of first impression we are asked to determine whether the city of Livonia, a home rule city, had authority in May of 1995 to assess fines exceeding...
