The four plaintiffs, while confined in Lansing Correctional Facility, Lansing, Kansas, (LCF) and with appointed counsel filed this civil rights complaint pursuant to 42 U.S.C. § 1983, alleging constitutional violation in the system for providing telephone access to inmates at the prison.
