This is an appeal of a summary judgment in favor of Harris County in a suit brought under the Texas Tort Claims Act. TEX.CIV. PRAC. & REM.CODE ANN. § 101.002 (Vernon 1997). Harris County presented one ground for summary judgment in its motion: that it retained sovereign immunity, because its employee was entitled to official immunity.
