In 1994, the Louisiana Board of Commerce and Industry (the Board) voted to grant an industrial ad valorem tax exemption to Rollins Environmental Services, Inc. (Rollins). Florence T. Robinson, Walter Wright, and Juanita Stewart sued Rollins and the Board. They also sued the Attorney General for the State of Louisiana, but he was dismissed from the action because he had no role in the awarding of the exemption...
