This case comes before the Court on appeal by the Rhode Island Council 94, AFSCME, AFL-CIO (union), from a judgment of the Superior Court vacating an arbitration award in its favor. The trial justice vacated the award on the ground that the arbitrator's construction of the collective-bargaining agreement (CBA) between the state and the union was irrational.
