The Director of Revenue ("Director") suspended Knial R. Soutee's driver's license after he was arrested for driving while intoxicated. The suspension was upheld following an administrative hearing, and Mr. Soutee petitioned for a trial de novo pursuant to § 302.535.1 The trial court ordered Director to reinstate Mr. Soutee's driver's license, a decision Director now appeals.
