¶ 1 Petitioner Employer and Petitioner Carrier (collectively "Petitioners") filed this special action after an Administrative Law Judge ("ALJ") concluded that Petitioner Employer and Respondent Employer jointly employed an injured worker and were both primarily liable for workers' compensation benefits.
