The defendant pleaded guilty to conducting an enterprise through a pattern of racketeering, in violation of a provision of the RICO statute, 18 U.S.C. § 1962(c). He was the police chief of Northlake, a suburb of Chicago, and during his tenure in this job, which lasted from 1990 to 1994, he received some $500 a month from the "Outfit" (the Chicago branch of the Mafia, the Outfit is the lineal descendant of the Capone mob) to protect illegal...
