This is an appeal pursuant to KRS 161.790 brought by the Gallatin County Board of Education (the Board), and by James R. Palm, Superintendent of the Gallatin County School System (Superintendent Palm). The issue presented is whether a tribunal established pursuant to KRS 161.790 can modify the employment sanctions imposed by the superintendent on a tenured, certified teacher.
