In March of 1994, Arizona inmate Stephen Bishop filed a § 1983 complaint regarding prison conditions, which was dismissed by the district court later that year. We first address the question whether the new exhaustion requirement of the Prison Litigation Reform Act (PLRA) applies retrospectively to cases brought prior to its enactment on April 26, 1996.
