The instant dispute arises from the termination of plaintiff Carl Bowles ("Bowles"), Director of the Public Works Department of the City of Camden ("City"), by defendant Arnold Webster ("Webster"), Mayor of the City. In addition to defendant Webster, plaintiff is suing the City, the individual members of Camden's City Council, and Patrick Keating ("Keating"), the Business Administrator for the City.
