The Housing Authority of the City of York (Authority or simply "HA") appeals from an order of the Court of Common Pleas of York County, which reversed the Authority's decision to terminate federally subsidized housing benefits1 to appellees, Ernest and Glenie Dickerson. For the reasons stated below, we reverse.
