Between 1976 and 1986, petitioner operated a sanitary landfill on Belle Isle Road in the Town of Camillus, Onondaga County. In September 1986, petitioner initiated plans for the closure of the landfill and, in 1991, entered into a consent order with respondent regarding such closure. Thereafter, in October 1992, petitioner and respondent entered into a contract pursuant to ECL article 54, title 5, in which respondent agreed to provide financial assistance...
