Susan E. Kepler (petitioner) petitions for review of an adjudication and order of the State Board of Physical Therapy (board). Specifically, the board's order suspended petitioner's physical therapy license and imposed a civil penalty against petitioner for violating sections 11(a)(3) and (6) of the Physical Therapy Practice Act1 (Act).
